Labour information alert: RD-Law 2/2021 on reinforcement and consolidation of social measures is in defence of employment

We summarise the main changes to Royal Decree Law 2/2021 published in the BOE (Boletín Oficial del Estado [Official State Gazette]) on 27 January 2021 (hereinafter, “RD-Law 2/2021”)
RD 2/2021 includes the:
- Extension of temporary lay-offs due to force majeure in force at the entry into force of Royal Decree 2/2021
- ERTES of force majeure due to impediment or limitations of activity
- ETOPs
- Companies belonging to sectors with a high rate of coverage by temporary lay-off proceedings and a low rate of recovery of activity
- Limits related to the distribution of dividends and fiscal transparency
- Safeguarding employment
- Extension of Articles 2 and 5 of Royal Decree-Law 9/2020, of 27 March, adopting complementary measures in the labour field to mitigate the effects of Covid-19
- Overtime and new outsourcing of activity during the application of the temporary employment regulation procedures regulated in this regulation

- Extraordinary measures in the area of unemployment protection
- Measures to support the self-employed
