Right of first refusal and withdrawal in the sale of properties owned by major holders

On 26 February 2025, Decree-Law 2/2025 of 25 February was published in the Official Gazette of the Generalitat of Catalonia (DOGC) and came into immediate effect. This decree introduces urgent measures in the field of housing and urban planning, significantly impacting the sale and purchase of real estate.
One of the main novelties is that the transfer of any dwelling located in an area declared as a stressed residential market, and owned by a large holder, is now subject to the right of first refusal and withdrawal by the Administration of the Generalitat.
