Decree-Law 2/2025, of February 25, adopting urgent measures in matters of housing and urban planning, introduces significant innovations in various aspects of Catalan urban planning regulations.
This decree amends several legislative texts, including the Urban Planning Law and its regulations, addressing issues such as the promotion of public housing and the regulation of urban developments with planning deficits. Notably, it extends the expiration period for urban legality protection procedures to eighteen months, a significant change that, while not directly related to the main objective of the decree, has a considerable impact.
These measures and amendments, effective from February 27, are subject to ratification by the Parliament of Catalonia within a maximum period of 30 days.
